Hey Olsen, lots of techs think this is a tension fault when it's not really, its a Path of least resistance problem,put a hoop in the machine with fabric in it, then check the gap between the fabric and the needle plate, there should be barely daylight between them, if its touching then the problem occurs due to it been easier to pull thread from the cone than to pull the thread in from the bottom ,this causes excess thread in the system, which ends up lying on top of the garment in the form of loops.bend the hoop arms up to increase the gap.
